RATION CARD UNDER NFSO
The Govt of India has launched a new Scheme under National Food Security Ordinance 2013 (NFSO 2013). The NFSO 2013 envisages providing for food and nutritional security in human life cycle approach at affordable prices to people to live a life with dignity and for matters connected therewith or incidental thereto. The Census of 2011 has been taken as the basis to calculate the percentage of coverage under Priority Household(PH).
Under Section 3(1) of the NFSO 2013, every eligible citizen identified under subsection (1) of Section 10 as Priority Household is entitled to receive 5 kgs of Foodgrain every month at a highly subsidized rate of Rs.3: per kg. The Ordinance also provides for payment of food security allowance by the state Government to be paid to each person in case of non-supply of entitled quantities of food grains. The Food Security allowance will be disbursed only on receipt of fund from the GOI for the purpose.
The State Govt has approved the eligibility criteria for inclusion in the PH as under:
i. The household covered under AAY & BPL Schemes will be covered under the new scheme of NFSO unless such families have crossed BPL criteria.
ii. All MNREGA (Job Card Holders)
iii. All labourers registered under AP Building & other Construction Workers Welfare Board(APBOCWWB)
iv. Arunachal Pradesh Contingency Employees.
v. All Labourers working in the Public/Private Sectors having family income from all sources less than Rs.1.00 Lakh per annum
vi. Widows of defense / paramilitary/State Police who have died in operations.
vii. Families having income less than Rs.1.00 Lakh per annum from all sources of income.
viii. Registered Hawkers/Vendors.
The State Govt has approved the eligibility criteria for exclusion in the Priority and AAY households are:
i. All regular Govt/PSU employees including work charge employees.
ii. All elected representatives who are receiving pay and allowances, remuneration from the state exchequer.
iii. All vehicle owners.
iv. All families whose income is Rs. 1.00 Lakh or above.
